Irina Raber, vice-president of the FFKKR, became president of the commission. The commission included FFKKR General Director Alexander Kogan, President of the St. Petersburg Figure Skating Federation Anton Sikharulidze, commentator and judge Sergey Kononykhin, referees Yulia Andreeva, Vera Tkalina and Alla Shekhovtsova, coach Elena Chaikovskaya and former figure skater Alexei Tikhonov.
