At the same time, the ministry states that the sanctions remain
Ministry of Youth and Sports of Ukraine released a statement condemning in part the decision International Olympic Committee about the partial removal of the ban from Russians and Belarusians.
The ministry statement affirmed solidarity with the IOC’s move to continue the ban. At the same time, it is noted that although the sanctions will continue to apply, some Russian and Belarusian athletes will be able to compete under a neutral flag.

“We have taken into account that the definition of “neutral participation” defined by the IOC in the “Recommended Conditions” was made only for those international sports federations and / or organizers of international sporting events that “decide at their own discretion and in accordance with their rules / statutes, and also, given the specific circumstances, to allow Russian and Belarusian athletes to return to international sports competitions.
“We note that the IOC has maintained sanctions against the governments of the Republic of Belarus and the Republic of Belarus and expect it to strictly control all subjects of the Olympic Movement regarding their compliance.”
“We note that the “Recommended conditions” take into account the position of Ukraine and its like-minded people on not allowing supporters of the war, as well as military personnel and law enforcement officers of the Russian Federation and the Republic of Belarus, to compete.
“Recommended conditions” note that the participation of teams from the Russian Federation and the Republic of Belarus is not considered.
The “recommended conditions” effectively make it impossible to demonstrate in any way the presence during sporting events of any mention or sign of the presence of athletes from the Russian Federation and the Republic of Belarus or their fans.
The IOC recommended the return of Russian and Belarusian athletes to international competitions in a neutral status. At the same time, teams from Russia and Belarus, as well as athletes who support the war or have a contract with the armies of the Russian Federation or the Republic of Belarus, are not allowed to participate in the tournaments.
At the same time, the IOC Executive Committee did not consider the issue of admitting Russians and Belarusians to the 2024 Olympic Games in Paris and the 2026 Winter Olympics in Milan.
The IOC believes that a complete ban on the performance of Russian and Belarusian athletes is discrimination and is contrary to the Olympic Charter. The organizers of the 2024 Olympics in Paris said they would adhere to the IOC decision to allow Russians and Belarusians to compete under a neutral flag.
The National Olympic Committee (NOC) of Ukraine sent letters to the Olympic committees of other countries and international federations regarding the exclusion of Russian and Belarusian athletes from international competitions.
