The main referee of the VAR system in Leverkusen is Juan Martinez Munuera. He was the one who didn’t see a violation in the penalty area by Brian Cristante.
According to the rules, VAR cannot overturn the head referee’s decision, but he can be asked to personally review the controversial episode. If the chief judge does not see the violation, he can call attention to it. In any case, the final decision still rests with the primary arbitrator.

However, an interesting fact is that this is the second time that Munuera has made a scoring mistake in favor of the opponents of the Ukrainian national team in decisive matches. He was the chief referee of VAR in the match between Wales – Ukraine in the final of the 2022 World Cup qualifying playoffs. Then Munuera also failed to get the attention of the chief referee Antonio Mateu Lahoz for the obvious violation of the rules by the Wels defender Andrei Yarmolenko. Because of this, the British avoided a penalty in their own goal.
