The Association stated that the UPL can decide on the admission of teams independently within its competence
Ukrainian Association of Football (UAF) found no grounds for revoking the certificate Dnepra-1 for admission to Ukrainian club competitions. The UAF in its letter to the management Ukrainian Premier League (UPL) recommended that the League make decisions independently within the framework of its powers.
“SC Dnipro-1, as a candidate for receiving a UAF certificate and a UEFA license in accordance with the procedure and main certification (licensing) process, provided the UAF with all the necessary documentation related to establishing the fact of compliance with the minimum requirements for legal, sports, infrastructure, personnel and administrative, financial criteria, as well as football social responsibility criteria, including additional information for the decision-making body to make a thorough decision in the context of the club’s compliance with the criteria of the regulations.”
“At the time of the decision, SK Dnipro-1 declared the existence of overdue accounts payable to foreign football players/clubs as a result of contractual (transfer) obligations, which arose due to the inability to obtain from other parties to transfer agreements all the necessary documents for making currency payments in accordance with Ukrainian legislation under martial law”…
“Additionally, by letter dated 03.06.2024, SK Dnepr-1 reported on its ability to continue future activities related to the team’s participation in club football competitions for the 2024/2025 season, and also reported that it is not in a state of bankruptcy and has neither the intention nor the need to liquidate, cease statutory activities, including the absence of significant economic events, the nature of which could have a negative impact on the solvency of the club in the context of continuous operations, and other information about the ability of the club to fulfill its own obligations in a timely manner.”
“As of today, the UAF has not received any appeal from SC Dnipro-1 or UEFA regarding any event that may have occurred after the submission of the certification/licensing documentation and which could represent a significant change in relation to the previously provided information or a condition of great economic importance. We also inform you that the fact of the ban on the registration of new football players is not a violation, therefore it is not considered a possible basis for refusing to issue a certificate or revoking it. We also inform you that today, according to the UAF Information and Analytical Database, a sufficient number of players have been registered for SC Dnipro-1 to participate in the competitions.”
“Thus, taking into account the information available to the UAF and received in your letter, we inform you that as of today, there are no grounds for considering the issue of revoking the certificate for admission of SC Dnipro-1 to the UPL club competitions of the 2024/2025 season.”
“Considering the above, we inform you that the issue of application (admission) of teams to participate in competitions and extension of membership in the UPL competition participants falls within the exclusive competence of the UPL, therefore we ask you to make further decisions on this issue within the competence of the UPL, as provided for by the UPL Charter, the Agreement on the organization and holding of the All-Ukrainian football competitions among the teams of the UPL clubs and the competition regulations.”

Let us recall that in June, Dnipro commercial director Vyacheslav Fridman said that the club was in danger of closing the project. The functionary said that the current funds would not be enough for the entire season. However, according to him, Dnipro-1 is negotiating with potential new sponsors in order to continue its existence.
Honorary President Yuri Bereza said that he is ready to transfer all rights to the club to new investors. The functionary agrees to leave his post if the new owners save the team.
Earlier, Sport Arena reported that Dnipro-1 was unable to start the planned training camp. The club was able to gather too few players. There are not enough players to complete the starting lineup.
Dnipro-1, if it survives, will play in the Conference League qualification. In the second round of the selection, the opponent of Yuriy Maksimov’s team will be the Hungarian Puskas Academy. In the first round of the new Ukrainian championship, Dnipro-1 should play LNZ.
