There is two ways to belong to this tool : the first goes through a neighborhood committee and the other by individual application.
For the commissions, seniority, social vulnerability (elderly and disabled) and administrative aspects (such as active participation in housing department meetings) are assessed.
On the other hand, for individual applicants, they must have at least 20 years of seniority in the municipality, have a housing savings account, be registered in the social register of households and social vulnerability is also assessed (overcrowding, elderly and disabled ) .

With all this data, the Communal Ranking assigns people or committees a score who, when applying, gives them preference over others, according to their needs.
