“We started this transition in the spring,” Nugmanov told . – Yemerkhonov turned to us saying that he wants to join our federation. We discussed the terms with him, which does not suit him at the moment. I agreed, Yemerkhonov wrote a statement and, as the president of the Tatarstan Biathlon Federation, I started the transition process. That is, he wrote a letter to the Ministry of Sports of Tatarstan, and they, in turn, to Udmurtia. He also wrote a letter to the Udmurt Cherezov Federation. He told me that there was a provision on transitions. And Yemerkhonov is going to study in our region, this will be the second level of his first education, in this case compensation for the transition is not required. We don’t break the rules. At the same time, from our federation, we are ready to pay compensation in the amount of 250,000 rubles to the Udmurt Biathlon Federation, although we are not obliged according to the regulations of the RRF. This amount did not suit Cherezov.
In the summer we returned to this issue, Yemerkhonov terminated his contract with TsSP at the end of May, on June 1 he was registered in our team. He began to receive remuneration from our federation, he received sports equipment, travel allowances and an order was issued for a new barrel. I told him: train calmly, don’t pay attention to anything, you have no problem in training. The summer passed, from our federation we submitted an application for Yemerkhonov’s participation in the competition. He also played at Raubichi. I also applied for Yemerkhonov for the Russian championship, but he remained listed as Udmurtia in the RRF database.
I spoke with Ivan Yuryevich Cherezov about how we should be now. He replied, let it be at the discretion of the RRF Transitions Committee. The SBR assembled a commission, which decided that no compensation was required for Yemerkhonov’s transfer. Ivan Yurievich then told me that he still does not agree to such conditions. SBR’s Ivan Vadimovich Melikhov recently asked me: well, have you solved the problem? I say how we will decide if Cherezov does not write a letter with consent to the transition. And the RRF cannot approve the transition, since a federation does not agree.
It turns out that Yemerkhonov should be listed under the flag of the RRF. Therefore, I told Ivan Yuryevich that if you are not satisfied with the decision of the SBR commission, we will go to court, to a civil body, when neither you nor we need it. Legally, Yemerkhonov’s transition seems complete, but it is not between our federations and the RRF. I cannot forcibly write an application for the Udmurt Biathlon Federation. We must obtain the consent of Udmurtia, either voluntarily or through the courts.
We also need to complete this transition within the RRF. We invest in a promising athlete, we have fulfilled his conditions, but he does not bring points towards the regional classification, since he is still under the flag of the RRF, but we are also interested in team races. Thank goodness he is already performing well. If they forbade playing at all, there would be a trumpet in general. The regional federation receives financial assistance from the RRF, for this we have to show the result, and for this we need the athlete to be registered with us. It turns out that we create conditions for the athlete, and the points for his performance do not come to us. I think everything will be well resolved, we have friendly relations with our Udmurt colleagues. If we go to court, it is only because it is a civilized way to settle the dispute, not a declaration of war. And no one will be able to challenge the court’s decision, I think.
The head of the Udmurt Biathlon Federation, Ivan Cherezov, told that Yemerkhonov’s transfer to another region has not yet taken place due to non-compliance with the rules established by the Russian Union of biathlon.
