Olympic champion in biathlon, deputy of the State Duma Anton Shipulin believes that additional tools are needed to increase the transparency of the use and distribution of targeted deductions for sport on games of chance.
At the beginning of February, the State Duma adopted in the first reading a bill aimed at increasing bookmakers’ deductions for sports. At present, the amount of targeted deductions of the organizer of gambling in the office of a bookmaker is 1.5% of his quarterly income (the amount of such deductions cannot be less than 30 million rubles per quarter). The bill provides for a gradual increase in levies to a figure of 2% from 2030, while maintaining a minimum amount of levies of 30 million. Of the total amount of gambling levies collected by the organizers of sports competitions, it is proposed to allocate 30% to the development of youth and grassroots sports, and 70% to the development of professional sports and elite sports. Currently, this ratio is 20% to 80%.
— The mechanism of targeted deductions in sport has proven its worth. In our opinion, given the large amount of funds transferred to sports entities, additional tools are needed to increase transparency of use and distribution, including through the efforts of the Russian Ministry of Sports and a single regulator of gambling, Shipulin said during the forum. “We are together. Sport”.
“The discussion of this bill in our State Duma was heated, by the second reading, I’m sure there will be a lot of amendments, but even the opposition parties voted in unanimity at first reading,” added the ex-biathlete.
Forum “We are together. Sport” runs from February 28 to March 1 at Gostiny Dvor in Moscow.
