The State Duma Committee on Physical Culture and Sports has prepared a draft law on the flag and anthem of the Russian Federation, according to a press release.
On June 22, the bill was submitted to the State Duma. The initiator of the document was the chairman of the State Duma Committee on Physical Culture and Sports Dmitry Svishchev , which proposed to amend Articles 3, 4 and 6 of the Federal Constitutional Law “On the Flag of the Russian Federation”. The authors of the bill were members of the State Duma Committee on Physical Culture and Sports (Svishchev, Boris Ivanyuzhenkov, Dmitry Pirog, Sergey Burlakov, Amir Khamitov, Anton Shipulin, Rima Batalova, Rustam Kalimullin, Boris Paykin, Evgeny Revenko, Roman Teryushkov, Vladislav Tretiak).
The bill proposes to expand the list of organizations on whose buildings or territories the Russian flag is permanently displayed. All sports facilities and subjects, regardless of their form of ownership (the Russian Olympic Committee, the Russian Paralympic Committee, the Russian Deaflympics Committee, professional sports clubs, fitness centers, sports training centers, sports leagues and federations), will have to hang the Russian flag on their buildings. In addition, each official physical culture and sports event must begin with the raising of the state flag of the Russian Federation and the performance of the Russian anthem.
– For many years, the main state symbols of Russia have been subject to obvious discrimination in international sport. But the Russian flag must fly and the anthem must always sound during competitions in the country. This will reduce the negative effect of a hostile policy towards the fundamental values of the sports movement and Russian society as a whole.
We must always be able to show pride in our country, in the days, hours and minutes when we need it. For example, in the Netherlands, people hang national flags on their balconies even when their children have passed their final exams. In the Baltic countries you cannot rent a house without a mast. The national flag is an important part of the country’s history and culture. And now, when our country and our sport have become objects of encroachment by hostile countries, it is necessary to show special attention and respect for the state flag and the anthem of the Russian Federation. We want to support our athletes, who have been deprived of the opportunity to represent their country for an unprecedented length of time, and all citizens who actively sympathize with the fate of Russian sport,” Svishchev said.
