Head of the St. Petersburg Biathlon Federation Dmitry Vasilyev declared that the International Biathlon Union (IBU) can only intimidate the country federations: they have no other levers of pressure left.
Vasiliev is taking part in a press conference on Tuesday dedicated to the organization of the International Club Biathlon League (ICBL) in Russia. The competition will take place on November 18 and 19 in Khanty-Mansiysk. Russian and Belarusian biathletes will take part in the races. For victory, athletes will receive 1 million rubles.
— Fear, the fear of the IBU makes me smile. They can only intimidate and impose sanctions on one or another national federation. They would be very surprised if their threats were ignored. They no longer have any means of pressure. They cannot afford to completely exclude Russia and Belarus.

The founders of the International Club Biathlon League were the regional biathlon club of the Moscow region and the Belarusian biathlon club. The main objective of the organization is to organize alternative competitions to the International Biathlon Union (IBU). Since the clubs are not members of the IBU and the Russian Biathlon Union, the activities of the league do not fall under their jurisdiction.
