On Wednesday, the International Olympic Committee (IOC) approved the change of sports citizenship of Tibilov, cyclist Valeria Lyubimova and cyclist Mikhail Yakovlev without the approval of the Russian Olympic Committee (ROC) and without the standard three-year quarantine.
