The Ferrari team asked the stewards not to impose a fine, but they did not deviate from the sporting regulations as they do not have such an option.
“After listening to the team representative, the head of the FIA’s Single-Seater Racing Department, reviewing video evidence and studying the team’s actions, the stewards made a decision. Although the injury was caused by very unusual external circumstances, paragraph 2.1 of the Formula 1 Sporting Regulations obliges all officials, including stewards, to apply it as written.
Accordingly, the mandatory penalty provided for in Article 28.3 of the Sports Regulations must be applied.
The stewards noted that if they had the power to deviate in this case, they would have done so, but the rules do not permit such action,” the stewards said in a statement.
