As noted in the document accompanying the KHL regulations, on August 31, Article 14 on sports disqualification was amended. From now on, the KHL will be able to authorize clubs to participate in championship matches if the player is subject to the decision of the International Ice Hockey Federation (IIHF) and the club or the hockey player himself is in the process of to appeal this decision of the international federation. These amendments were adopted in order to strengthen the protection of players and hockey teams in the league during proceedings.
– A sports disqualification is a ban from participating in one or more matches in the future or for a certain period in the cases and on the grounds expressly provided for by the legislation of the Russian Federation.
In the event that a sporting disqualification is imposed on a hockey player by decision of the IIHF (its jurisdictional bodies) and prevents his request or his additional request to participate in the championship and (or) in one or more particular matches, while the Hockey Player and/or the Club are in the process of appealing such decision in accordance with established procedure, and the Club, in connection with such appeal, does not remove the Hockey Player from participation in sports competitions for the reasons provided for in paragraph 1.5 of paragraph 1 of article 58 of the legal regulations of the KHL, then, at the reasoned request of the club, the president of the KHL has the right, on a provisional basis, to protect the rights of the Hockey Player and/or the Club to decide on the admission of the Hockey Player to participate in the Championship and/or in one or more particular matches during the period of appeal of the decision of the IIHF (its judicial bodies).
The decision to allow a hockey player to participate in the championship and/or in one or more particular matches during the period of appeal of the decision of the IIHF (its jurisdictional bodies) is taken subject to the club declaring the need to take this interim measure. measure, the obligation to fully compensate the league for all losses and (or) material losses that may occur in connection with the adoption of the specified interim measure.
Note. If the complaint of the hockey player against the decision of the IIHF (its jurisdictional bodies) is not satisfied and such a decision is confirmed, then the league cancels the statistical indicators of the hockey player scored in the matches played during the period of suspension of the application of the appeal decision of the IIHF (its judicial bodies), – indicates article 14, which was amended on August 31.
In August, the International Ice Hockey Federation (IIHF) disqualified Fedotov from September 1 to the end of 2023 for signing a contract with CSKA under an existing deal with NHL club Philadelphia Flyers.
