IIHF Disciplinary Committee Rejects FHR’s Appeal of International Tournament Suspension

The Independent Disciplinary Committee of the International Ice Hockey Federation (IIHF) has rejected appeals by the Ice Hockey Federation of Russia and Belarus against the decision of the IIHF Council to withdraw national teams from international departures.

– The decision of the IIHF Council on February 28 was not a sanction, but dictated by security policy. The IIHF Council has been empowered to adopt and implement the security policy in accordance with the regulations of the organization. Safety policy is not a manifestation of discrimination, the IIHF said in a statement.

The IIHF committee also backed the organization’s board’s decision to revoke rights to host the 2023 World Cup and the Junior World Championship next year from Russia. The committee cited that the IIHF Board of Directors had the legal authority to do so. The reason for this was the council’s concerns over the safety and freedom of movement of players, fans, spectators and members of the media.

The Committee also supported the IIHF Council’s decision not to appoint Russian referees to work at competitions and to ban Russian officials from holding positions on IIHF committees.

All appeals were filed in accordance with the IIHF’s statutes, bylaws and regulations. In accordance with Section 12.5.4 of the IIHF Disciplinary Code, this announced decision is final for the IIHF. It can be appealed to the Court of Arbitration for Sport (CAS).

At the end of February, the IIHF held an extraordinary meeting, following which it stripped the Russian and Belarusian hockey federations of their members. The IIHF has decided to suspend the participation of all Russian and Belarusian national teams and clubs in all age categories and in all competitions or events under the auspices of the IIHF.
