From the 2023/24 season, Russian teams KHL no more than three foreigners can be included in the match request.
— The Kontinental Hockey League contacted the Russian Sports Ministry with a proposal to increase from three to five the limit on foreign athletes for the candidacy of a Russian hockey club for a match of the KHL championship – the Russian championship of hockey among men’s teams, including no more than one goalie. The KHL refers to the position of hockey clubs based on the results of a survey conducted among them, but no justification or confirmation of the need to increase the limit was provided.
It should be noted that Federal Law No. 329-FZ of December 4, 2007 “On Physical Culture and Sport in the Russian Federation” gives only All-Russian sports federations the right to establish restrictions on participation in official competitions All-Russian into a sport for athletes who do not have the right to compete for the national teams of the Russian Federation, which are approved by the Ministry of Sports of Russia. This law does not provide such a right for professional sports leagues.
