The Russian Hockey Federation (RHF) has announced that it will study the possibility of reducing the limit on the number of foreign players to five for the 2024/25 season.
Starting from the 2023/24 season, Russian teams in the Fonbet KHL Championship cannot include more than three foreigners in the application for matches. The KHL has contacted the Russian Sports Ministry with a proposal to increase the limit on foreign athletes. The FHR coaches council unanimously opposed this.

Since the International Hockey Federation has extended restrictions on the participation of Russian hockey players in world championships of all categories, and our clubs are also deprived of the opportunity to hold matches within international tournaments in Europe and in North America, the FHR has decided to consider the possibility of returning the limit to foreign players (five hockey players, including a maximum of one goalkeeper) for a period of one year – 2024/25 season. The issue of return will be considered by the FHR Board of Directors.
The leadership of the FHR believes that the performance of a larger number of foreign players will ensure sports competition and familiarize Russian participants in the championship with other schools of world professional hockey, which will create additional opportunities for the exchange of ‘experiences,’ says the post on the FHR website.
