Roman Rotenberg: “It is impossible that in some Russian cities hockey is played along the rink, and in others – through it”

First Vice-President of the Russian Hockey Federation Romain Rotenberg told that FHR wants to bring all regional hockey federations to a single standard.

First Vice President of Russian HR, head coach of SKA and the Russia 25 team, Roman Rotenberg, spoke on Friday as part of the forum “We are together. Sport”, where a meeting of the State Council Commission headed by the President of the Russian Federation on physical culture and sports was held. One of the main development problems at the forum was identified by the Russian Football Union and the Russian Judo Federation, which stated that in Russia there are no uniform standards for training processes and competition, which negatively affects the development of young athletes. Representatives of the Ministry of Sports and the Russian Hockey Federation supported this topic. Rotenberg supported his colleagues and spoke to about a problem that also exists in Russian hockey:

— According to the law of the Russian Federation, all-Russian federations have no influence on regional federations. Because they are separate legal entities. This happens in almost all sports – in judo, in football, in our hockey… If we talk about hockey, then the head of the regional federation has its own board of directors, its own legal structure, and he can even determine the rules of the hockey game. For example, place the door not along the site, but across the site. Or interpret the refereeing your way, for example by allowing a minor foul.

The FHR makes recommendations, but cannot dictate anything to the regions. As a result, we lose a single standard that exists in all countries. Canada, United States, Finland, Sweden: everywhere there are clear and uniform rules. But this is not the case with us. And the FHR sees this as a serious problem. It’s a bad story.

The issue of standardization is very important. Children in different cities of our great Russia follow different rules. It turns out that a city in Siberia and a city in Moscow are like two different countries. And when they join the national teams, we spend a lot of time and effort bringing them to a uniform understanding of hockey. That is why there is a discussion at the level of the State Council under the leadership of the President of Russia to change the law and give Russian federations the opportunity to bring everything in line with a single standard. The problem has existed for a very long time. And that really slows down the development of hockey.

For example, my son plays under the auspices of the Moscow Hockey Federation. Last season they decided to let eight-year-olds play all over the field. And this year, by decision of the FHM, it was decided that from now on the children would play in the playground.

You can discuss which is better or worse. But the FHR does not and cannot influence this, and the rules of hockey are different everywhere. But in the end we get different interpretations of situations, even if we have a KHL – VHL – MHL vertical – children’s schools across the country should work in the same way, and not in discord.

— And there is no way to ensure that the regional federations are controlled by the FHR?

– Not yet. This is legally impossible. This is why we are making proposals to change this situation. Regional federations can even change the rules as they wish: they will install football goals or play with a ball on the ice. Because they don’t obey the International Hockey Federation either. There will always be people who say: “Let’s play hockey from the sidelines, as happened in Moscow.” But it is illusory to believe that this is how we develop children. The same Leo Messi played on a big football field since childhood, and in Barcelona he became an outstanding master. And on the “handkerchief” he learned to deceive everyone in training, and this was part of the training. The FHR should influence this, because we are responsible for the development of hockey in the country. And how our children will develop in sports depends on one standard,” Rotenberg told .
