Russian coach Andrei Nazarov proposed establishing a Kontinental Hockey League club in the DPRK to expand the tournament to the East.
Chinese club Kunlun Red Star has been playing in the KHL since 2016, but in recent seasons the team has played home games in the Moscow region.

Nazarov coached Chelyabinsk Traktor, Vityaz Moscow Region, Cherepovets Severstal, Kazakhstan Barys, St. Petersburg SKA, Nizhnekamsk Neftekhimik and Sochi.
