If the representatives of a certain country do not participate in the tournament or do not earn the required number of points according to the performance results of the team members, the number of quotas for the following year is reduced. Russia has problems with this now, because no one represented our country at the last world championships. As a result, the quota for the new season is minimal. These hard limits always have been.
