The Kontinental Hockey League (KHL) will not register new contracts for hockey players who have existing agreements with other clubs, unfulfilled obligations or other circumstances preventing the signing of an agreement, the organization said in a statement.
In July 2023, National Hockey League (NHL) Deputy Commissioner Bill Daly told that the MOU between the KHL and the NHL had been suspended.
— The KHL will continue to respect the validity of contracts of other leagues. Experience with the NHL shows that both parties continue to fulfill their obligations even in the absence of a signed protocol. Previously, to transfer a player from a foreign league, it was necessary to issue an IIHF transfer card through the FHR International Department and the interaction of national federations.
After the entry into force of the new edition of the Sports Law and the compliance of the regulatory documents of the Ministry of Sports and the KHL, KHL clubs will no longer require a transfer card for a player’s application. At the same time, the league will not register new contracts for hockey players who have existing contracts with other clubs or unfulfilled obligations, as well as other circumstances preventing the signing of a new contract, the statement said.
KHL President Alexey Morozov noted that the organization will interact directly with the Ministry of Sports, thereby gaining independence from the IIHF and FHR.
— The KHL will remain an integral part of the Russian hockey system and will interact directly with the Ministry of Sports, gaining independence from the IIHF and the FHR. The KHL will continue to create equal conditions for all KHL teams, increasing sports competition and entertainment, and will also work for the development and promotion of hockey – not only professional (KHL and MHL), but also children’s and youth,” the KHL press service quotes Morozov as saying.
The KHL sent a letter to the FHR with a proposal to terminate the agreement on the delegation of rights to host national championships under the conditions previously agreed with the FHR. The KHL will continue to provide targeted funding to the FHR for the development of children’s, youth and women’s hockey.
