In July, the Kontinental Hockey League announced its intention to become independent from the FHR and the International Hockey Federation (IIHF). League President Alexei Morozov said the KHL would remain within the Russian hockey system and interact directly with the Ministry of Sports, thereby gaining independence from the IIHF and FHR.

On Wednesday, the Federation Council approved a law expanding the powers of professional sports leagues, which unite Russian and foreign professional sports clubs and organize separate official sports competitions. The leagues have the right, independently of international and all-Russian sports federations, to develop and approve the regulations of their competitions, approve the conditions and procedure for the transfer of athletes and coaches between clubs, determine the monetary rewards associated with such transfers, and accredit agents.
