The International Skating Union (ISU) has confirmed that the organisation’s board of directors has admitted representatives from Russia and Belarus to the congress in Phuket, where they will also be able to participate in elections for governing bodies. This decision was taken due to the risk that the Russian side would file an appeal with the Court of Arbitration for Sport (CAS). ISU lawyers informed the council that the exclusion of representatives of the Belarusian Skating Union, the Russian Skating Union and the Russian Figure Skating Federation from congress participants or election candidates may subject to appeal in court. If proceedings before the Court of Arbitration for Sport (CAS) are initiated, the court may invalidate the decision of the ISU, following which all innovations and elections made during the congress will be cancelled.

The question of raising the age limit for figure skating from 15 to 17 will be discussed at the congress. The congress will begin its work on June 6 in Phuket, the vote for the qualification, according to , should take place on June 7.
