Special monitoring conditions for the continuation of the work of the All-Russian Athletics Federation (ARAF) include 35 points which will be valid for at least three years, according to a statement from the World Athletics Association (World Athletics).
The World Athletics Council restored ARAF’s status on Thursday, but extended the Russians’ suspension due to the situation in Ukraine.
– Emphasis is placed on four areas: good organizational governance, protection against inappropriate external influences and controls, cultural changes in the regions (with particular emphasis on ethical and anti-doping requirements), budget allocation and financial management. A total of 35 individual measurements, World Athletics said in a statement.
The situation will be controlled by a special manager, who will be appointed by an independent organization for the fight against negative phenomena (AIU). He will be based in Moscow to receive regular written and oral reports from ARAF in a timely manner.
The special conditions will apply for three years. At the end of this period, an assessment will be made to determine whether it is really necessary to maintain these measures (in the current form or with variations) in the future.
ARAF’s membership of World Athletics was suspended in November 2015 amid a large-scale doping scandal, Russian athletes were only allowed to compete internationally after being granted neutral status .
