According to , the International Skating Union (ISU) board of directors planned to present a proposal to raise the age limit in figure skating as early as 2020.

At this time, Norway took the initiative to increase the age allowed to participate in adult competitions to 17 years. However, the ISU board was planning to present its own proposal, which would overlap with Norway’s, but it was decided to temporarily drop this idea.

The council returned to the initiative in the fall of 2021, as a result, its proposal was on the agenda of the congress, which was held in June 2022 in Phuket. During this meeting, the proposal to gradually raise the age limit from 15 to 17 was accepted by the vast majority of delegates.
