Transgender people are not allowed to participate in women’s international rugby 13 tournaments until further notice

The International Rugby League Federation (IRL, Rugby 13) has banned trans women from participating in women’s league competitions pending research to establish rules for transgender participation, reported on the organization’s website .

— The International Olympic Committee (IOC) has determined that it is up to each sport and its governing body to determine the extent to which an athlete may have a disproportionate advantage over their peers, given the different nature of each sport. In order to avoid unnecessary social, legal and reputational risks to IRL competitions and those who participate in them, the IRL finds it necessary and mandatory to undertake further consultation and research before finalizing its rules. The IRL will continue to work on a set of criteria based on the best possible evidence that fairly balances the human right to play with the safety of everyone involved.

Of note, the IRL will be working with eight female Rugby Women’s World Cup 2021 participants to provide data to shape an inclusive policy for trans women in 2023 that takes into account the unique characteristics of Rugby 13.

The International Swimming Federation (FINA) has previously tightened the rules for transgender people to participate in competitions under the organization’s auspices. After that, the International Football Federation (FIFA) and the World Athletics Association (World Athletics) announced that they would revise the rules for admitting transgender people to tournaments.
