The International Swimming Federation (World Aquatics) told that World Aquatics refused 22-year-old swimmer Sibirtsev to join the Uzbekistan national team.

Sibirtsev is the 2019 European Junior Champion, silver and bronze medalist at the 2019 World Junior Championships. He studies and trains in the USA.
