Russian athletes could qualify for the Olympics if they succeed at the World Cup. Olympic licenses were issued based on results posted at three out of four stages.

But Russian athletes missed the World Cup stages in Cairo and Cottbus. They took place in February. On March 7, the next stage of the World Cup began in Baku. But there are no Russians among the participants either. Thus, missing three stages of the competition deprived the Russians of the opportunity to qualify for the Olympics.
