Olympic medalist in diving Evgeny Kuznetsov said he refused to perform at the Paris Games when it was learned he had to sign a declaration to obtain neutrality status.

The declaration was to be signed to obtain the neutral status of the World Swimming Federation, without which it would be impossible for Russians to qualify for the Paris Games. Russian divers are missing these Olympics.
