WADA says USADA violated the International Anti-Doping Code by allowing several athletes caught violating anti-doping rules between 2011 and 2014 to continue competing without sanction in exchange for information about other violators. WADA is aware of at least three such cases.
USADA, for its part, believes that such tactics are necessary and acceptable and plans to continue using them. WADA argues that this is contrary to its code, since athletes found to be in violation should not compete or receive medals without first being prosecuted and publicly sanctioned.
