Madrid hosted the Spanish Grand Prix in 1968-81 at the Jarama Circuit, which would need a major update to return to the F1 calendar.
In May, the Spanish Grand Prix was won by Max Verstappen, who leads the individual competition after nine races this season.
The next Formula 1 race will take place on July 3 as part of the British Grand Prix at Silverstone.
